Lawrence J. Miller is an Assistant Professor of Public Affairs and Administration at Rutgers University-Newark. He earned a PhD in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University with specializations in public budgeting, finance and social policy. His four years of experience as a research associate in the Center for Policy Research at Syracuse University and his three years at the Center on Reinventing Public Education at the University of Washington inform his research interests and projects.
Dr. Miller's dissertation research examined the relationship between school budgeting policies, including a new approach to resource allocation known as Weighted Student Funding, and resource and achievement gaps between students from high-income and low-income families. In 2009 the American Education Finance Association awarded his dissertation proposal with the New Scholar Award. His first dissertation essay, which was published in Public Budgeting and Finance, examines the nature and magnitude of resource disparities in four mid-sized New York State school districts. This study finds that inequality between schools, previously found only in large urban school districts, does indeed extend into mid-sized districts as well. Dr. Miller's dissertation won the 2010 Outstanding Doctoral Dissertation Award from the Maxwell School at Syracuse University.
Dr. Miller has written widely on education finance and equity issues including, journal articles, research reports and policy briefs. His research has appeared in the Public Budgeting and Finance, Educational Policy and Developments in Education Finance.
