Dr. Pengju Zhang is specialized in state and local public finance, local government studies, education finance and policy, and quantitative analysis. His dissertation explains and evaluates local government structural changes including school district consolidation, village dissolution, and the rapid growth of special districts from a public finance perspective. His dissertation was supported by dissertation fellowships from the Maxwell School of Syracuse University and Lincoln Institute of Land Policy. He has published articles in Public Finance Review, Journal of Public Management (in Chinese), and other outlets.
