Bio

Dr. Rachel Emas is an Assistant Teaching Professor at the School of Public Affairs and Administration (SPAA) at Rutgers University-Newark. In addition to teaching, she is facilitating implementation of the new Global Executive Online Master in Public Administration (GEO•MPA) program. She has extensive experience as Executive Director of the International Commission on Accreditation of Public Administration Education and Training (ICAPA). Prior to joining SPAA, she was a teaching assistant at Florida International University. Dr. Emas was an associate editor for Green Labor Journal, and has been published there and other outlets. She is dedicated to community engagement, program assessment, and high-quality policy implementation research.
