The Rutgers Executive MPA (EMPA)
at the School of Public Affairs and Administration at Rutgers-Newark is an interdisciplinary program of education and professional training for professionals
working in the public or nonprofit sectors.

Students in the program are provided with strong knowledge foundations in public administration and current analytical, communications, technology, and interpersonal skills needed for performance management and leadership in 21st century organizations.

The EMPA degree at Rutgers SPAA consists of 42 credits of coursework addressing the contexts and applications of public policy implementation, that is, design, delivery, leadership, management, performance, and results of public and nonprofit sector activity. EMPA applicants with at least five years of work experience, including experience at the supervisory and managerial level, which can qualify for 12 credits of Advanced Standing. With Advanced Standing of 12 credits, the EMPA degree is 30 credits.

The program is offered in the Newark and Trenton, New Jersey areas.

Courses are scheduled conveniently in the Fall and Spring semester on one weekday late in the afternoon and Saturday morning so that the normal workweek is minimally disturbed. Students are admitted to the program once a year, for the Newark program in June and for the Trenton program in January. Students complete the curriculum as a cohort group and take all of their courses together.

Two courses are offered per semester, in Newark on Thursday from 5:30 to 8:30 pm and Saturday from 9 am to noon and in Trenton on Friday from 4 to 7 pm and Saturday from 9 am to noon.

The Rutgers SPAA EMPA program prepares professionals for managerial and executive-level leadership by providing a solid knowledge base and the competencies necessary for successful practice in government and nonprofit organizations. Graduates are employed in high-level positions, including:

  • Commissioner of Labor for New Jersey
  • Director of the Newark Office for the U.S. Equal Employment Opportunity Commission
  • Senior Budget Policy Analysts and Section Chief for a State of New Jersey Hospital
  • City Clerk for the City of Newark
  • Deputy Mayor for the City of Newark
  • City Council President of the City of Newark

The Rutgers SPAA EMPA degree is accredited by the National Association of Schools of Public Affairs and Administration (NASPAA). SPAA’s Public Management and Administration program is ranked 7th in the U.S. by U.S. News and World Report in its most recent peer reputational survey.
