Dr. Raúl Gutiérrez Meave Joins SPAA Faculty as Assistant Professor

Dr. Raúl Gutiérrez Meave has joined the School of Public Affairs and Administration (SPAA) at Rutgers University–Newark as an assistant professor starting in Fall 2026. He also serves as an affiliated researcher with the Networks and Governance Lab (NGL) at the University of Illinois Chicago (UIC), as well as the Local Governments Laboratory (LOCAL Gob) at Centro de Investigación y Docencia Económicas (CIDE), Mexico.

Dr. Meave's research examines local governance and urban policy, with a particular focus on how governments and other actors address shared problems across organizational and jurisdictional boundaries. His work also explores how intergovernmental collaboration, institutional design, and network governance shape the provision of public services, alongside broader questions of urban policy and local government management. He specializes in quantitative, network, and spatial methods. At SPAA, he teaches the courses "Data Analysis for Decision-Making" and "Evidence-based Policy."

He earned a PhD in Public Administration from the University of Illinois Chicago (UIC), where his dissertation was titled "Follow the Leader? The Spatial and Network Diffusion of Interlocal Collaboration Agreements," and a PhD in Public Policy from Centro de Investigación y Docencia Económicas (CIDE), where his dissertation was titled, "Discourse Networks, Coalitions, and Decisions: The Electricity Generation Policy in Mexico, 1994-2018." He holds a MA in Politics and Public Management and a BA in Business Administration from Universidad Iberoamericana.
