The Rutgers SPAA Research Brief "Pandemic Planning in the U.S.:  An Examination of COVID-19 Data" addresses two questions surrounding COVID-19 deaths in the U.S.: First, are COVID-19 deaths spread equally across different states and regions of the United States? Second, are African Americans more likely to die from COVID-19 than other racial groups?

The research brief was authored by SPAA Dean Charles E. Menifield who specializes in the areas of budgeting and financial management, public health and welfare, and minority politics.
