Lab for Experimental and Behavioral Public Administration (L-EBPA)

The Lab for Experimental and Behavioral Public Administration (L-EBPA) supports experimental and behavioral research at Rutgers SPAA and collaborates with government and nonprofit organizations on field experiments and behaviorally informed designs for policy and practice.

Formerly the “Center” for Experimental and Behavioral Public Administration (or “CEBPA”) and with a grant from Rutgers University–Newark, L-EBPA played a lead role in founding the Journal of Behavioral Public Administration (JBPA), an open-access, peer-reviewed journal in the field. L-EBPA also developed and housed two online research panels, one a voluntary sample of citizens (CivicPanel) and the other a voluntary sample of public and nonprofit managers (Public Service Research Panel) that resulted in many studies and related publications over the years. L-EBPA now relies on the growing industry of large-scale, online research panels for running most of its experimental work.

L-EBPA coordinates and conducts the SPAA Omnibus Survey, which each year combines experimental studies from SPAA faculty and graduate students together in one national online survey. Studies from the SPAA Omnibus Survey have been presented at conferences, as part of dissertations, and in peer-reviewed articles.
